Miriam BELCHIOR

Deputy Minister, Casa Civil, Government of Brazil

Born in 1958 and member of the Workers' Party (PT, presidential party), Mrs. Miriam BELCHIOR holds master degrees in agri-food engineering (University of Campinas) and public administration (Getúlio Vargas Foundation). 

From 1997 to 2002, in the municipality of Santo André (State of São Paulo), she was Secretary for Administrative Modernization, then Secretary for Social Inclusion and Housing. At the same time, she continued her career as a professor at the University of São Marcos from 1999 to 2002 and at FUNDACE (Foundation for Research and Development in Administration, Accounting and Economics) from 2001 to 2008.

In 2003, she joined the Presidency of the Brazilian Republic, first as special advisor to President Lula, then as deputy head of Articulation and Monitoring of the Casa Civil (equivalent to the Prime Minister's Office). In this capacity, she was Executive Secretary of the first “Growth Acceleration Program” (PAC), a major public investment and infrastructure program. 

She was Minister of Planning, Budget and Management between 2011 and 2015, then President of the state-owned bank Caixa Econômica Federal between February 2015 and May 2016.

Rapporteur of the infrastructure working group of President-elect Lula's transition team in 2022, she became Executive Secretary of the Casa Civil on January 1st, 2023.
