Tom CEUSTERS
Director – Treasury Capital Markets & Investments, International Finance Corporation (IFC)
Tom Ceusters is the Director of Treasury Capital Markets and Investments at the International Finance Corporation (IFC), a member of the World Bank Group and the largest global development institution focused on the private sector.
In his role, Mr. Ceusters represents IFC as a premier AAA rated issuer/investor in the global financial markets. He develops, implements and executes the funding, cash and liquid asset management strategy, ensuring cost efficiency and returns commensurate with IFC’s triple-A credit ratings.
Mr. Ceusters is also in charge of IFC Treasury’s capital markets advisory which includes overseeing 2 capital markets postgraduate programs for EM regulators (IFC-Milken Institute at Georgetown University and IFC-Paris Europlace at Paris-Dauphine PSL University) and technical assistance to select countries on developing their derivatives and money markets.
Lastly, Mr. Ceusters oversees the Secretariat of the Joint Capital Markets Program (“J-CAP”). JCAP is a priority World Bank and IFC effort to develop local capital markets, via reforms and investments, across 10 countries and one sub-region, which is being expanded to more countries.
Before joining IFC Mr. Ceusters was Managing Director Head of Assets, Funding & Markets at Dexia New York. During his 21-year tenure at Dexia, he evolved from being a very specialized derivatives trader to an all-around capital markets and portfolio manager.
Mr. Ceusters holds an MBA in Finance from NYU Stern School of Business and a Commercial Engineering degree from KU Leuven, Belgium.
